Similarly, in Table 6, the cumulative capacity of offshore wind power sources by region by 2030 will reach 7,000MW (4,000MW from the North to Quang Ngai province, 3,000MW from Binh Dinh to the South). with economic - technical conditions permitting, especially electricity prices and connection infrastructure. Total cumulative offshore wind capacity by 2045 is 64,500MW.

In particular, the notes in the Tables 5 and 6 have remarkable information that "encourages the development of wind power, solar power, and offshore wind power that are self-sufficient for load, consumed on-site, not generating electricity to the national grid and serving the production of new forms of energy such as hydrogen, green ammonia ... ".

According to the notes, these types will be developed without limitation in capacity, not limited by the source structure in the plan, and added to the planning when there is a feasible proposal.

The area, location and capacity of specific projects will be determined based on the results of detailed assessment of the potential, construction conditions and capacity of the synchronous grid. The selection of investors in power projects must comply with the provisions of the Investment Law, the Bidding Law and other relevant regulations.

Of which, there will be 37,467MW of coal power, 23,900MW of LNG gas power, 16,121MW of onshore wind power, 7,000MW of offshore wind power and 8,736MW of large-scale solar power.

 

This scale can fully meet the forecasted maximum load capacity of 93,300MW by 2030, with a reasonable level of power reserve in the national and regional power systems.

 

The total installed power capacity in the national power system will increase to 217,596MW in 2035 and about 401,556MW in 2045.

 

On April 26, Deputy Prime Minister Le Van Thanh chaired a meeting of the Appraisal Council of the National Electricity Development Plan for the period 2021 - 2030, with a vision to 2045 (Electricity Master Plan VIII), the national sector planning. especially important in the national sector planning system.

After the exchange and discussion, the Council voted to evaluate the draft with a majority of votes in favor of approving Power Master Plan VIII.

 

Deputy Prime Minister Le Van Thanh agreed with the assessment of the Appraisal Council, according to which the Electricity Master Plan VIII was prepared meticulously, thoroughly, scientifically, with a high sense of responsibility, and on the basis of reference. , maximum absorption of comments from experts, scientists, business community, leaders of ministries, branches and localities.

 

Up to now, it can be affirmed that Power Planning VIII has achieved its objectives and overcome some previous shortcomings. The total capacity of the power source is expected to develop by 2030 about 146,000MW, down about 35,000MW compared to the previous plan.

 

According to the Deputy Prime Minister, Electricity Master Plan VIII must have an innovation in thinking and ways of doing things when this plan is related to the interests of localities and businesses, with the desire to keep many projects in the plan.

 

The Deputy Prime Minister emphasized that the spirit of building Power Plan VIII is to put the common interest first, save tens of billions of dollars, reducing line investment and transportation costs will help reduce electricity costs.

 

After the Appraisal Council unanimously approved the draft Power Planning VIII with a high number of votes, Deputy Prime Minister Le Van Thanh assigned the Ministry of Industry and Trade and other ministries and branches to urgently absorb the opinions of the Appraisal Council and complete the project. draft before submitting to the Prime Minister for consideration and approval in May 2022.

 

Government leaders absolutely do not integrate mechanisms and policies in the draft planning; the assignment of tasks to ministries and branches must be based on the functions and tasks of State management and strictly comply with the provisions of law.
