The Secretariat is the working group assisting the Prime Minister - Head of the COP26 Steering Committee in coordinating the resolution of tasks related to establishing a fair energy transformation partnership between Vietnam and development partners (JETP Statement), while also collaborating with the International Partner Group in implementing the JETP Statement.

Prime Minister Pham Minh Chinh has just signed Decision No. 1066/QD-TTg regarding the completion of the Head of the Secretariat to implement the political declaration establishing a fair energy transformation partnership (Secretariat). Accordingly, Minister of Natural Resources and Environment Do Duc Duy is appointed as the Head of the Secretariat.
The Secretariat is tasked with advising the Prime Minister - Head of the COP26 Steering Committee in directing, managing, and resolving tasks related to the implementation of the JETP Statement.
Minister of Natural Resources and Environment Do Duc Duy serves as the Head of the Secretariat to implement the political declaration establishing a fair energy transformation partnership.
Specifically, to develop and implement a resource mobilization plan for the implementation of the JETP in accordance with the JETP Statement for at least the next 5 years; a plan to mobilize resources for modification and supplementation (if any) based on Vietnam's policy and investment needs related to the goals of a fair energy transition.
Compile information, reports, proposals, and recommendations related to the implementation of the JETP for the Prime Minister, including requesting relevant ministries, sectors, localities, agencies, and organizations to provide information and collaborate in carrying out the tasks of the Secretariat; organize regular evaluations of the achievement of the goals outlined in the JETP Statement, and propose adjustments to the goals when necessary.
Furthermore, urge and oversee financial and technical support from the International Partner Group, the Glasgow Financial Alliance for Net Zero (GFANZ), and other partners towards the goal of achieving net-zero emissions. Drive the resolution of procedural issues for organizations and individuals proposing programs and projects to participate in the implementation of the resource mobilization plan for the JETP and monitor the implementation of selected programs and projects.
Coordinate with representatives of the International Partner Group in activities related to the implementation of the JETP; organize forums for exchange between ministries and sectors with the International Partner Group, GFANZ, and relevant parties during the implementation of the JETP.
At the same time, carry out communication activities to disseminate information about the implementation of the JETP Statement; provide regular or ad-hoc reports as requested by the Prime Minister - Head of the COP26 Steering Committee.
